One strong contender is the BMO CashBack World Elite Mastercard since it gives you a straight earn rate of 1.5% on all purchases. The card has an annual fee, but the first year is free. In addition, you get free roadside assistance which is easily worth more than the annual fee, so you could argue that this card is free.
